Corrects the formal title of a defense bill

Tells the Secretary of the Senate to change the long title of bill S. 1071 so it describes authorizing defense money for fiscal year 2026.

• The new title says the bill would authorize fiscal 2026 money for military activities
• It would also cover military construction and Energy Department defense activities
