Allows police memorial events on Capitol grounds

Lets a police group hold a memorial service and a pipe band exhibition on Capitol grounds in May 2025.

• The National Fraternal Order of Police would sponsor the events
• The 44th annual memorial service is set for May 15, 2025
• The honor guard and pipe band exhibition is set for May 14, 2025
• House and Senate leaders could jointly pick alternate dates
