Proposes a change to the Constitution so slavery and forced labor can no longer be used as punishment for a crime.
- Bars slavery and involuntary servitude as punishment for a crime
- The current ban, added in 1865, allows it as punishment for a crime
- Needs two-thirds approval in each chamber and three-fourths of states
- Says it would not stop people in prison from agreeing to work
