Ends penny production for everyday use and requires cash payments and cash wages to be rounded to the nearest 5 cents; pennies stay legal tender.

- Cash payments and cash wages would round up or down to the nearest 5 cents
- Pennies would remain legal tender
- Nickels could be made with a zinc core and a nickel outer layer
