Changes how legislative agency leaders are chosen

It changes how the Librarian of Congress, the Government Publishing Office director, and the Register of Copyrights are appointed or removed, and creates an inspector general office for the Copyright Office.

• Would let a bipartisan commission choose the Librarian of Congress and Government Publishing Office director
• They could be removed only by a majority vote of House and Senate majority and minority leaders
• Register of Copyrights would be appointed by the President and confirmed by the Senate for a 10-year term
• Creates a Copyright Office Inspector General and a human capital system for the Government Publishing Office
