Before building or leasing an immigration detention facility, Homeland Security must consult local officials and residents, study local impacts, hold a public meeting, and take 60 days of public comments.
- Bars building a detention facility in a town whose local government officially bans it
- Blocks detention centers on military bases and in converted warehouses or storage buildings
- Requires public health rules with local authorities for outbreaks inside a facility
- Requires review of effects on water, power, roads, emergency services and community health
