Directs emergency agency to prevent violence after disasters
Tells the Federal Emergency Management Agency to write rules to prevent violence based on gender, human trafficking and sexual exploitation after disasters, and to train its workers to spot and refer victims.
- Rules and guidance must be issued within one year of the bill becoming law
- Sets up a joint federal and local violence-fighting office right after a disaster
- Creates a way to report abuse by a landlord or housing provider and move people to safer housing
- Requires all agency employees to learn to identify and refer victims to services
