Requires reports on pardons and limits donations
After a presidential pardon, the Justice Department must send Congress an analysis of the person's criminal history and risk of reoffending, and the person cannot give more than $1,000 to the President's campaign.
- The Pardon Attorney sends the analysis within 30 days of a pardon
- It covers criminal history not related to the pardoned offense and reoffending risk
- A pardoned person cannot give over $1,000 to the President's campaign or leadership group
- The election commission can send possible violations to the Attorney General
