Lets air traffic controllers ride in airplane cockpits

Creates a voluntary Federal Aviation Administration program that lets certified air traffic controllers sit in the cockpit during flights to see what flight crews deal with.

• FAA must set up the program within 1 year of the bill becoming law
• Certified air traffic controllers could sit in the cockpit for at least one round trip
• No per diem, mileage, or other expenses are paid, and managers must approve each trip
• Flight time counts as on-duty work; FAA reports participation to Congress after 1 year
