Adds oversight rules for federal office buildings

Requires agencies to share building data with government auditors, lets one federal building be kept as temporary space, and gives a property review board two more years and access to data.

• Agencies must give government auditors all data and reports on federal buildings
• Within one year, a list of agencies that lease office space on their own goes to Congress
• A federal building may be kept as temporary space if its cost is no more than sale savings
• A board that reviews federal property sales gets two more years and access to building use data
