Blocks U.S. courts from enforcing foreign censorship laws
U.S. courts could not enforce foreign censorship judgments against people in the U.S. when the speech involved would be protected by the First Amendment here.
- Courts must find the conduct would not be protected speech in the U.S. before enforcing such a foreign order
- Government workers could not help foreign governments investigate or enforce these laws
- A person could not be sent to another country for conduct protected by the First Amendment here
- Someone targeted by such an order could sue for $25,000 plus attorney fees; the Justice Department would report yearly
