Requires electric utilities to charge large power users for the full cost of grid upgrades needed to serve them, and withholds highway funds from states that don't adopt the standard.
- Utilities must charge large users for full cost of grid upgrades serving them
- Applies to non-residential customers needing 100 megawatts or more at one site
- States must consider the standard within 1 year and decide within 2 years
- States that don't adopt it lose 100% of federal highway funds
