Creates Library of Congress 9/11 oral history program

Directs the Library of Congress to record and keep audio and video memories of September 11 survivors, along with letters and diaries, and make them available to the public.

• Recordings would be open to the public through the library's digital collection
• The library may work with government and private groups to gather them
• The library may accept donations, held in a separate account used only for this program
• The bill allows up to $250,000 to be set aside for 2026, with no set amount for later years
