Requires agencies to explain denials of small business awards
Federal agencies would have to give small businesses a written explanation when they are turned down for a research or technology award, if the business asks.
- Businesses must ask within 14 business days of being denied an award
- Agencies must list the proposal's weak points, its ranking, and why it was denied
- Businesses get 7 business days to ask follow-up questions, answered within 14 days
- Applies to award denials under the Small Business Innovation Research and Technology Transfer programs
