Changes tax rules for digital assets

Sets new tax rules for people and businesses that use digital assets, including a $10 fee exception after 2027, simplified accounting, and broker reporting.

  • Small network and transaction fees of up to $10 would not create taxable gain or loss
  • Taxpayers could elect simplified accounting for widely traded digital assets; gains and losses treated as short-term
  • Applies existing anti-abuse rules, such as wash sale and constructive sale rules, to digital assets
  • Creates a voluntary disclosure program and sets broker reporting rules for digital assets
