Bans piece-rate pay for garment workers

Clothing makers would have to pay workers by the hour, register yearly with the Labor Department, and brands could share responsibility for wage violations.

• Garment workers would be paid hourly, at or above the federal minimum wage
• Clothing makers and contractors would register yearly with the Labor Department and pay at least $200
• Brands that contract for clothing could share liability for wage-law violations by suppliers
• Creates a Labor Department garment office and grants of up to $5 million
