Would count only U.S. citizens when dividing House seats among states, redo the 2020 count by early 2027, and ask about citizenship on future censuses.

- House seats would be split among states again based on those revised counts
- The 2030 census and later ones would ask each person's citizenship or immigration status
- Challenges would go to three-judge panels, with faster appeals to the Supreme Court
