Limits states to one congressional map per census
Bars states from drawing new congressional districts more than once after each census and apportionment, unless a court orders a change in response to a lawsuit filed within a year.
- States could not redraw their congressional map again until after the next apportionment of House seats
- A court could still order a new map if a lawsuit is filed within 365 days of the map becoming law
- Any court-ordered map must change the existing districts as little as possible
- State and local election districts are not affected
