Sets rules for drawing congressional districts

Requires every state's congressional districts to be contiguous, compact, nearly equal in population, and not drawn to favor or hurt a party, candidate, or officeholder.

• Districts must be connected in one piece and as compact as practical
• Districts cannot be drawn to favor or hurt a party, candidate, or current officeholder
• District populations must be as equal as practical, as the Constitution requires
• States must consider keeping counties, cities, tribal land, and towns whole
