Requires independent commissions for congressional redistricting
States would have to draw their congressional voting districts using independent commissions instead of state legislatures, starting with redistricting after the 2030 census.
- Each state must create a commission with equal numbers from the two largest parties plus unaffiliated members
- Members are chosen randomly from applicants; legislative leaders may strike up to 20 percent of them
- A final map needs two-thirds of the commission, including two-fifths of each party group
- If no map passes in time, the state's highest court appoints two special masters to draw one
