Allows people to sue within 30 days over new congressional district maps and sets court rules for those challenges, including replacement maps if a plan is found illegal.
- Citizens can sue within 30 days after a state finalizes its congressional map
- Cases go to the federal court in the state capital
- Statewide claims go to a three-judge panel
- If a map is found illegal, the state can propose a fix; otherwise the court adopts one
