Sets limits on suspending judges from cases
Caps how long a judge can be kept off new cases, asks chief judges to seek moving some complaints to another appeals court, and adds ways to review those decisions.
- Suspensions that keep a judge from getting new cases can last no more than two years total
- Chief judges must ask the Chief Justice to move complaints against appeals court judges to another circuit
- The Chief Justice can refuse that request or pick which circuit handles it
- Judicial councils must tell the House and Senate Judiciary Committees what action they take
