Counts water-short acres as prevented planting
Lets farmers collect federal prevented-planting payments for acres they left unplanted because they expected too little irrigation water, with payments shrinking the longer a shortage lasts.
- Acres qualify if irrigation equipment is installed and working that year
- The same crop must have been planted there in one of the past 4 years
- Payments fall 50% in the 5th through 8th straight shortage year, then 75%
- Acres unplanted 11 years in a row would be permanently barred from payments
