Restores EPA pollution rules that were rolled back
Requires the Environmental Protection Agency to put back in place the pollution rules and enforcement programs that existed on January 19, 2025, and to keep them unless Congress says otherwise.
- Brings back air and climate rules in effect on January 19, 2025 within 60 days
- Bars federal officials from weakening those rules unless Congress allows it
- Sets the social cost of carbon at $190 per ton with a 2 percent discount rate
- Funds enforcement at $10,993,653,000 a year starting in 2027
