Allows joint military trauma care training with other countries

Lets the Secretary of Defense set up shared education, training, and research programs on military trauma care with the armed forces of foreign countries.

• The Secretary of Defense would be allowed to create the programs
• Training would cover military trauma care and research
• Foreign military forces would take part alongside U.S. forces
