Creates task force on transit benchmarks
Directs the head of the federal transit agency to form a task force of up to 15 members that recommends benchmarks for how transit systems are run, funded and coordinated.
- Task force would have up to 15 members chosen by the transit agency head
- Must send its recommendations to Congress and make them public
- Task force lasts 2 years, with an option to extend it 2 more years
- Benchmarks would cover funding, fares, safety and regional planning
