Containers, vehicles, and rail cars carrying lithium-ion batteries would have to display an external placard.

• Placards would be required on shipping containers carrying lithium-ion batteries
• The same requirement would apply to trucks and other vehicles
• Rail cars carrying the batteries would also need an external placard
