Creates a White House council on critical minerals
Sets up a National Critical Minerals Council in the Executive Office of the President to write and carry out a national strategy for critical minerals and materials.
- Council co-chaired by the Interior Secretary, National Security Advisor and National Economic Council Director
- Members include representatives from 18 agencies, such as Defense, Energy, State and the Treasury
- Within 180 days, co-chairs must name a Chief Minerals Advisor to run daily operations
- Advisor must send Congress a strategy and implementation plan within 1 year, then brief annually
