H.R. 10696
Bans adding ads to streaming plans sold as ad-free
Stops video streaming services from selling a plan as ad-free and then adding ads within a year of when a subscriber signed up, or the length of the contract, whichever is longer.
- Services could not add ads for one year after a subscriber first signs up, or the contract length, whichever is longer
- If a subscriber cancels and signs up again, the one-year clock starts over
- The Federal Trade Commission would write the rules within a year and enforce them
- Rules would also cover plans sold through a third party
