H.R. 10704
Funds grants to recruit and keep direct care workers
Sets up a Labor Department grant program for states, tribes, nonprofits, and labor groups to recruit, train, and keep workers who provide hands-on care to older people and people with disabilities.
- The Labor Secretary must award grants within 12 months and work with the health department
- Each grant lasts at least 5 years and can pay for training, apprenticeships, career planning, and supportive services
- Groups getting grants cannot charge workers for training and can spend no more than 7 percent on administration
- Grant money must add to, not replace, funds already spent on this workforce
