H.R. 10804
Penalizes electric utilities that miss state targets
Lets the Energy Secretary order state regulators to make investor-owned electric utilities that miss state performance standards give residential customers yearly bill credits, starting at $100.
- Bill credits start at $100 per residential customer and rise by $100 each year
- Utilities must charge investors, not customers, for the cost of the credits
- States must certify each year to the Energy Secretary whether utilities meet standards
- States that don't carry out the order can lose federal grants, loans and help
