Stops the Treasury from letting Russian oil and diesel imports through exceptions to the ban, and requires U.S. intelligence sharing to help Ukraine defend its territory.
- Ends Russia-related General License 135, which allowed imports of Russian diesel fuel
- Bars Treasury from issuing any waiver or general license to import Russian energy products
- Requires intelligence agencies to give Ukraine information to defend or retake its territory
- Agency heads must tell Congress within 24 hours of any interruption in that support
