Requires FEMA to share disaster recommendation reports

Would make FEMA give a requesting state or Indian tribe the recommendation report for a major disaster declaration and set factors for snowstorm declarations.

• A state or Indian tribe that asks for a major disaster declaration would get FEMA's recommendation report
• FEMA would develop factors for recommending a major disaster declaration for a snowstorm or other snowfall event
