Lets GSA pick contracts by best value over lowest cost
Allows the General Services Administration to award schedule contracts based on best overall value instead of lowest cost when it decides that is best for the government.
- Applies to contracts and orders under GSA's multiple award schedule program
- Judging by best value means looking at things other than price
- GSA must first decide that approach is in the federal government's best interest
- The schedules give agencies a simpler way to buy commercial goods and services at volume prices
