Creates VA advisory committee on disability access

Requires the Department of Veterans Affairs to set up an advisory committee on making its services accessible to people with disabilities, and extends certain home loan fee rates to 2034.

• Creates the Veterans Advisory Committee on Equal Access to look at VA accessibility for people with disabilities
• Before forming it, the VA must close or merge advisory committees that are inactive
• Extends certain VA home loan fee rates through June 23, 2034
