Regulates xylazine under federal drug law

Adds xylazine, an animal sedative, to a federal list of controlled substances and makes making, selling, or giving it out for illicit use a crime.

• Adds xylazine to schedule III of the Controlled Substances Act
• Makes making, selling, giving out, or possessing with intent to do so for illicit use a crime
• Veterinarians and pharmacies may still dispense it for animals without registering
• Orders federal drug agencies to report on xylazine misuse and trafficking
