Speeds up licensing of private satellite imaging

Cuts the review time for licenses to operate private Earth-imaging satellites from 120 days to 60, and restarts yearly reports on those licenses through 2030.

• The National Oceanic and Atmospheric Administration would have 60 days, not 120, to act on a license application
• Yearly reports would list every application by tier and explain why each was put in that tier
• Reports would also list all terms, conditions, or restrictions placed on license holders
• The yearly reporting requirement, which ended September 30, 2020, would run again through September 30, 2030
