Lets mines use federal land for waste disposal
Allows mining operators to use federal land for mining-related sites like waste disposal without proving the land holds valuable minerals, and creates a fund for cleaning up abandoned mines.

- The land used no longer has to contain minerals valuable enough to mine
- Fees collected for these sites go into a new fund for cleaning up abandoned hardrock mines
