Changes rules for cities in nuclear detection program

Requires the Department of Homeland Security to set performance goals for its program that helps cities detect nuclear or radiological materials, and to choose which places can take part.

• The Department must set performance goals and track progress against them
• Cities would no longer need a federal high-risk label to take part
• Instead, the Department picks partners based on their abilities and the threat they face
• A report to Congress on the program is due within two years
