Allows state partnerships to clean abandoned coal mines
Lets states make agreements with agencies or volunteer helpers to clean land and water harmed by coal mines abandoned before August 3, 1977; state-agency agreements have a September 30, 2032 deadline.
- Until September 30, 2032, states may agree with agencies to clean mine drainage on abandoned land and water
- A state may partner with a person who volunteers to help with a reclamation project
- The person must not have helped create site conditions or caused the site to become eligible for cleanup money
- The person must not be subject to outstanding violations of surface coal mining permits
