Lets two Colorado water groups maintain Bolts Ditch

Adds the Eagle River Water and Sanitation District and the Upper Eagle Regional Water Authority to the groups allowed to use and repair Bolts Ditch in Colorado's Holy Cross Wilderness.

• The two groups could use the ditch and its gate to move water
• They could also do maintenance and repairs on the ditch and gate
• The ditch sits inside the Holy Cross Wilderness in Colorado
