Blocks U.S. entry for certain people tied to Hamas, Palestinian Islamic Jihad, the Palestinian Liberation Organization, or the October 7, 2023 attacks on Israel, and limits asylum and other protections for some.
- Bars admission for Hamas and Palestinian Islamic Jihad members and October 7 attack participants or helpers
- Bars all Palestinian Liberation Organization members, expanding a current bar on its officers and spokespeople
- Bars October 7 attack participants or helpers from asylum or protection from deportation to a threatening country
- Homeland Security must report yearly to Congress on people found inadmissible or deportable over the attacks
