Creates a cybersecurity policy office at telecom agency

Creates an Office of Policy Development and Cybersecurity inside the National Telecommunications and Information Administration to study and write internet and communications technology policies.

• New office will develop policies on innovation and competition in communications markets
• Will also work on security and recovery from cyberattacks while supporting new technology
• The current Associate Administrator for Policy Analysis and Development becomes head of the office with a new title
