Sanctions foreign people and groups engaged in piracy

Requires the President to block visas and property of foreign individuals and groups found to knowingly take part in piracy, and to punish anyone who breaks the related rules.

• Applies to foreign individuals and organizations the President decides knowingly engage in piracy
• Blocks their entry into the United States and their property there
• Adds civil and criminal penalties for violating, attempting, or conspiring to violate the rules
