Requires all Transportation Department sea cargo on U.S. ships

Raises the share of ocean cargo paid for or provided by the Transportation Department that must travel on U.S.-flagged ships from at least 50% to 100%.

• Applies to equipment, materials and goods the department buys, supplies or funds
• Also covers cargo shipped by groups that receive department money
• Requirement applies only when U.S.-flagged ships are available at fair and reasonable rates
• U.S.-flagged ships must still get fair participation across geographic areas
