Requires every Department of Homeland Security intelligence office to join a program that lets federal intelligence workers serve at another agency for up to three years.
- Covers the intelligence offices of 10 Homeland Security units, including the Coast Guard
- Staff could serve at a different intelligence agency or office for up to three years
- The assignments would be part of an existing government-wide program run by the Director of National Intelligence
- Taking part would be required, not optional, for these offices
