Requires housing agency watchdog to testify yearly

Makes the independent watchdog at the Department of Housing and Urban Development tell Congress every year what it is doing and what it needs.

• The watchdog reports on efforts to find and stop fraud, waste and abuse
• It also describes its ability to run audits, investigations and reviews
• Must share ideas to improve housing programs and public accountability
• Must say whether the agency has enough resources for its job
