Allows WWII women's memorial in central Washington

Lets a memorial honoring women who worked on the home front during World War II be placed on federal parkland in central Washington, D.C.

• The memorial honors women who supported the military from home during World War II
• One option is the Reserve, between the Capitol and the Lincoln Memorial and the White House and the Jefferson Memorial
• The other option is Area I, the land just outside the Reserve
