Directs Coast Guard to update overdose medication policy

Requires the Coast Guard to make naloxone available at all installations and operational settings, join a Defense Department tracking system, and report to Congress on opioid use.

• Naloxone must be available to members at all Coast Guard installations and in each operational setting
• The Coast Guard must use a Defense Department system to track naloxone distribution and illegal drug use
• It must finalize an agreement with the Defense Department to access that tracking system
• The Coast Guard must brief Congress within two years on opioid use and overdose medication at its facilities
