Expands sexual harassment rules at weather and ocean agency

Adds more people and situations covered by the National Oceanic and Atmospheric Administration's sexual harassment and assault policies, and lets workers report quietly without starting an investigation.

• Policy would cover observers, at-sea monitors, and fishery council members and staff
• Drops the rule that harassment or assault of observers and data collectors must be forcible to be unlawful
• People convicted of certain sexual offenses could not enlist with or be commissioned by the agency
• Requires a confidential reporting option so workers can get services without an investigation starting
